Chevalier Willy was born in 1955. After working for the Belgian state for 30 years, nearly 20 of which were spent as the head of the legal department of a Belgian public procurement agency, he studied law in Brussels during his service and successfully passed the state exams. He then completed a six-semester diploma course in business administration at the University of Cologne. In 1988, he also studied computer science and Turbo Pascal for a year, converting the legal department from index cards to computer files. His programs ran flawlessly for over 10 years. In 2006, Chevalier founded a financial distribution company and obtained all necessary approvals after successful examinations. Chevalier is fluent in four languages both spoken and written: French (his native language), Dutch, English, and German. He always carried out his work with the utmost care, and all information was treated strictly confidentially. In 2005, he was knighted by the Belgian King as a Knight of the Order of Leopold II (see Royal Decree Number 5574 dated 07/11/2005).
